CAPT Padhi is a native of East Brunswick, New Jersey. He graduated from the United States Naval Academy in May 2000 with a Bachelor of Science degree in Ocean Engineering and was commissioned into the Civil Engineer Corps. He earned a Master of Science degree in Civil Engineering from Rutgers University in July 2010. His first tour was with Naval Mobile Construction Battalion FORTY, where he served as Officer-in-Charge of Civic Action Team Palau and Assistant Charlie Company Commander. His next assignment was as Officer-in-Charge of Construction Battalion Unit FOUR ZERO THREE in Annapolis, Maryland. During this tour, he went forward with the 22nd Naval Construction Regiment for Operation Iraqi Freedom as Assistant Plans Officer in Fallujah. During a 4-year break in active duty, Padhi’s private sector work featured Engineer-Diving and waterfront construction for Ocean & Coastal Consultants, Inc, primarily in the New York City Metro area. After returning to active duty, Padhi served as the Operations Officer for the $600M Camp Pendleton Naval Hospital replacement project. Other major construction programs he led included critical facilities for the MV-22 Osprey at MCAS Camp Pendleton and the COLUMBIA Electric Drive Test Facility at Naval Surface Warfare Center (NSWC) Philadelphia Division. Additionally, he was instrumental in developing the Shipyard Infrastructure Optimization Program (SIOP) in NAVFAC’s first-ever Program Executive Office with PEO Industrial Infrastructure and PMO 555. CAPT Padhi has served as an installation Public Works Officer in three respective tours: at MCAS Camp Pendleton (2012-2014), at Camp Lemonnier, Djibouti (2017-2019), and at NSA Mechanicsburg-Philadelphia (2019-2021). Padhi is a qualified Seabee Combat Warfare Officer and a registered Professional Engineer in the State of Connecticut. He is a member of the Acquisition Professional Community and is a Certified Energy Manager. His personal awards include five Meritorious Service Medals, two Navy Commendation Medals, the Navy Achievement Medal and various unit awards. In addition, he was the 2016 NAVFAC Mid-Atlantic Military Engineer of the Year.
