Chris Coggins is a native of New Freedom, Pennsylvania. After graduating from the University of Delaware’s Civil Engineering Program in 1996, he attended OCS in Pensacola, FL where he was commissioned an Ensign in the Civil Engineer Corps. He holds a 2011 Masters of Engineering from A. James Clark School of Engineering- University of Maryland and a 2019 Masters of National Security and Resource Strategy with a concentration in Supply Chain Management from the Eisenhower School (ICAF).
Coggins reported to Naval Mobile Construction Battalion ONE in Gulfport, MS where he served as Air Det AOIC and Bravo Company Commander in Rota with short mission trips to Germany and Bosnia. He then served as OIC of Detail Diego Garcia.
In 1999 he served as an AROICC for the Newport, RI field Office. From 2001 to 2003, Coggins was assigned as an instructor and course director at CECOS in the Facilities Acquisition Division. In June of 2003, he was assigned to Marine Corps Air Station, Iwakuni, Japan as the Assistant Facilities Officer. In March 2005, he got out of the Navy and worked for a small 8A company in Denver, Colorado. In 2008 he rejoined the Navy and was assigned to OICC Katrina in Gulfport, MS. His next assignment was at Naval District Washington D.C., where he served as the Flag Housing Officer to over 40 Flag and executive residents.
In May 2011, Coggins reported to Naval Mobile Construction Battalion ELEVEN where he served as the Officer in Charge of the Combined Joint Special Operations Task Force- Afghanistan ELEVEN Seabees. In 2013 he transferred to NAVFAC Marianas and served as Naval Base Guam Public Works Officer supporting the “Pivot to the Pacific”, Marine relocation and the establishment of Marine Corps Base Guam. His next tour in 2016, was as Operations Officer, for Naval Construction Group ONE, The Pacific Fleet Seabees, helping posture Seabees for improved interoperability via exercises such as “Pacific Blitz”. Following ICAF in 2019, he served in OPNAV in the Shore Readiness Division (N46). While there he established the CNO's Deputy Director (N4) - Shore War Room and drafted the Naval Global Strategy Ashore. In June of 2021, he transferred to INDOPACOM as the lead engineer, where he established the Joint Posture Management Office and championed congressional support for Pacific Deterrence resulting in 10 fold funding for strategic airfields and ports at key strategic locations across Australia, Papua New Guinea, Philippines, Guam and Micronesia regions. A recognized SME across the AOR, he implemented COM INDOPACOM’s strategic “TO BE” Posture Vision and planning valued at $16 B.
He most recently served as Operations officer for the Design and Construction Agent throughout the Pacific AOR delivering engineering and acquisition services through our 8 FEC’s/ OICCs from June 2024 to August 2025.
Coggins is Seabee Combat Warfare qualified officer, a registered Professional Engineer, a member of the Defense Acquisition Corps, DAWIA level III, FE level III, PW Level III, Joint qualified, a member of SAME, and a Maxwell Leadership certified trainer. He has numerous unit and personal awards.
