REAR ADMIRAL Omarr E. Tobias

Commander

Rear Adm. Omarr E. Tobias is a native of Hempstead, N.Y. He graduated with honors from North Carolina Agricultural and Technical State University in 1998 with a Bachelor of Science in Civil Engineering. He holds a Master of Science in Business Administration from The Robert H. Smith School of Business at the University of Maryland and a Master of Science in National Strategy from the Eisenhower School at the National Defense University. He is also a graduate of the Senior Executive Fellows Program at Harvard University.

CAPTAIN BRENT C. PAUL

Vice Commander

Captain Paul is a native of Florida and received a Bachelor of Science in Physics from Jacksonville University and a Bachelor of Science in Civil Engineering from Florida State University. He was commissioned in 1999, later earning his Masters of Engineering in Construction Management at the University of Florida.

ROY-ALAN C. AGUSTIN

Business Director

Roy Agustin serves as NAVFACSYSCOM Pacific’s senior civilian and the commander’s strategist and business advisor, delivering $5 billion annually in planning, design, construction, environmental, and acquisition services throughout the Indo-Pacific. Mr Agustin oversees resources and information management, human resources, manpower, workforce development, and security programs for the command’s over 8,000 employees across seven component commands.

Capt. Stephen Padhi

Operations Officer

CAPT Padhi is a native of East Brunswick, New Jersey. He graduated from the United States Naval Academy in 2000 with a Bachelor of Science degree in Ocean Engineering and was commissioned into the Civil Engineer Corps. He earned a Master of Science degree in Civil Engineering from Rutgers University in 2010. 

CMDCM (SCW) Frederick J. Martinez

Command Master Chief

Master Chief Martinez is a native of Fresno, California.  He enlisted in the U.S. Navy and reported to Recruit Training Command in February 1994.  He arrived at Naval Construction Training Center in June 1994, where he attended Utilitiesman “A” school.  He holds a Bachelor’s degree in Organizational Management from Ashford University.
