Naval base kitsap restoration advisory board

Naval Base Kitsap (NBK) formed a Restoration Advisory Board (RAB) in 2025 because the community expressed a high level of interest in the NBK Environmental Restoration Program (ERP). The NBK RAB includes the following installations: NBK-Bangor, NBK-Bremerton, Jackson Park Housing Complex, NBK-Keyport, NBK-Manchester, and Naval Hospital Bremerton

The RAB is an advisory group comprised of a diverse group of community members and representatives from the Navy, U.S. Environmental Protection Agency (EPA), and Washington State Department of Ecology who meet on a regular basis. RAB meetings provide a forum for discussion and exchange of information about the ERP, and ERP status updates. RAB meetings are open to the public.

While it does not have decision-making authority, the RAB plays a crucial advisory role by:

Facilitating circular communication between the community, Navy, and regulatory agencies
Reviewing and providing feedback on environmental investigations, cleanup plans, and restoration activities
Ensuring transparency by keeping the public informed about ongoing environmental efforts and potential impacts
Helping shape cleanup priorities by voicing community concerns and perspectives with the Navy and regulators
Encouraging public participation about the environmental restoration process


What is the Environmental Restoration Program? 
The ERP focuses on historic environmental impacts due to spills, leaks, or historical practices before the EPA was formed in 1970 and implemented environmental regulations. The Navy is conducting investigations and initiating cleanup actions to address past releases to the environment, such as materials that contained per- and polyfluoroalkyl substances (PFAS), ordnance compounds, and petroleum products. The ERP includes all environmental investigations and or cleanup activities that fall under the Comprehensive Environmental Response, Compensation & Liability Act (CERCLA) regulatory framework, including the Military Munitions Response Program and all State-regulated Petroleum cleanups.
