Design & Construction

The Design and Construction (DC) Business Line provides expert architectural and engineering support, specialized technical and engineering services, project management, and construction management products and services to our many Supported Commands. 

DC has responsibility and oversight of all NAVFAC Capital Improvement acquisition projects to ensure consistent application of execution and adherence to applicable laws, codes, regulations and best engineering practices.
 
The DCBL consists of three major Product and Service Lines: Engineering and Design, Construction, and Specialized Technical and Engineering Services.
 
 

Engineering & Design
 
The Design Group prepares drawings, specifications and cost estimates for construction execution by Facilities Engineering and Acquisition Division (FEAD) and Public Works Shop Forces. Design services are leveraged through the use of Architect-Engineering (A-E) contracting to private consultants, Design-Build contracts, and using in-house expertise.
 
The group is able to provide specialized engineering services in the areas of fire protection, weight handling, waterfront structures, cost estimating, landscape architecture, interior design, accessibility studies, GPS surveying, and sustainable design.
 
Over 96 percent of the design staff are licensed engineers and architects, with over 1,200 years of combined professional expertise.

Specialized Technical & Engineering Services
 
The Specialized Technical Services group provides surveys, inspection, consultation and studies on a wide variety of engineering and architectural issues. It leverages in-house expertise with expertise from other NAVFAC components as well as the A-E community to support and provide expert advice on issues ranging from waterfront engineering and anti-terrorism force protection to specialized areas such as airfield pavements, towers, roofing, ordinance handling and storage facilities, explosives safety, aircraft engine test facilities, corrosion prevention and POL.
 
 
Construction
 
The Construction Product Line is responsible for providing construction product line governance, including procedure and policy, providing resource management and analysis, serving as construction advocate and liaison with other business lines, providing command construction-field expertise for special assignments; and providing community management.
 
The Facilities Engineering and Acquisition Division (FEAD) team consists of a group of technical and acquisition professionals as the contract construction execution arm of NAVFAC Hawaii. The FEAD Joint Base Pearl Harbor-Hickam team provides construction services to the Navy installations within the Joint Base Pearl Harbor-Hickam and its outlying areas to include the Pacific Missile Range Facility Barking Sands, and the FEAD Kaneohe Bay team provides construction services to the Marine Corps at Marine Corps Base Hawaii, Bellows Air Force Station, and Camp H.M. Smith.
