Officer-in-charge of COnstruction Pearl Harbor Naval ShipYard

MISSION:
The Officer in Charge of Construction, Pearl Harbor Naval Shipyard (OICC PHNSY) delivers Shipyard Infrastructure Optimization Program (SIOP) facilities, utilities, and other supporting infrastructure to optimize Navy Attack Submarine overhaul, repair and modernization.

VISION: 
We exist to deliver SIOP construction projects enabling Fleet warfighter readiness. As an Echelon IV command within the Naval Facilities Engineering Systems Command (NAVFAC), we exercise NAVFAC technical and acquisition authorities and apply engineering, construction and acquisition expertise directly contributing to National Deterrence. DD5 and SIOP repair construction supports the No ka Oi shipyard legacy with increased nuclear ship maintenance.

Dry Dock 5 Information


Dragados/Hawaiian Dredging/Orion JV, Honolulu, Hawaii, was awarded a $2,839,880,250 firm-fixed price task order (N62742-23-F-4007) under previously awarded multiple award construction contract for the construction of a concrete dry dock at Pearl Harbor Naval Shipyard.  Work will be performed in Hawaii, and is expected to be completed by September 2027.  This contract is part of the Shipyard Infrastructure Optimization Program (SIOP) which is a holistic plan that integrates all infrastructure and industrial plant equipment investments at the Navy’s four public shipyards to meet nuclear fleet maintenance requirements.  The Naval Facilities Engineering Systems Command, Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity.
