Roy Agustin serves as NAVFACSYSCOM Pacific’s senior civilian and the commander’s strategist and business advisor, delivering $5 billion annually in planning, design, construction, environmental, and acquisition services throughout the Indo-Pacific. Mr Agustin oversees resources and information management, human resources, manpower, workforce development, and security programs for the command’s over 8,000 employees across seven component commands.
A native of Honolulu, Hawaii, he graduated from Saint Louis School and entered active duty in the Air Force after earning his commission through the ROTC program. He retired from the Air Force as a Brigadier General in 2019. His over 30 years of service included installation tours of duty in the U.S., Europe and the Indo-Pacific, with staff positions at the Office of the Secretary of Defense, Air Staff and major command headquarters. Agustin was the first Joint Base Anacostia-Bolling Air Force Element commander, and likewise led as the 11th Wing Vice Commander. He also commanded a mission support group, civil engineer squadron and RED HORSE unit; and deployed in support of operations in Southwest Asia as an air expeditionary group deputy commander.
Immediately prior to his Air Force retirement, General Agustin served as the Director of Logistics, Engineering and Force Protection for U.S Air Forces in Europe and Air Forces Africa, overseeing construction, base operating support, force protection, munitions, and logistics for over 250 combat aircraft plus 63,000 military and dependents across an area of operations covering 104 countries in Europe, Africa, Asia and the Middle East.
Prior to joining NAVFACSYSCOM Pacific, Mr. Agustin worked in the private sector as a Vice President for a firm executing engineering and environmental design and construction management for projects throughout the Pacific.
Agustin earned a Bachelor of Science in Civil Engineering from Santa Clara University, Master of Science in National Security Strategy from the National War College, Master of Science in Military Operational Art and Science from the Air Command and Staff College, and Master of Science in Engineering and Environmental Management with Distinguished Graduate honors from the Air Force Institute of Technology. He also completed the Kenan-Flagler Business School Program for Executives in Logistics and Technology at the University of North Carolina, Chapel Hill, Enterprise Leadership Seminar from University of Virginia’s Darden School of Business, and the Federal Executive Institute’s Leadership in a Democratic Society program. He is a registered Project Management Professional and inducted in the Society of American Military Engineers Academy of Fellows and Tau Beta Pi. His awards include the Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit and meritorious, unit and campaign medals.
