CDR James is a native of Anchorage, Alaska and a 2004 graduate of The University of Alaska Anchorage with a Bachelor of Science in Civil Engineering. He was commissioned through Officer Candidate School in Pensacola, FL as an Ensign in the Civil Engineer Corps on December 16, 2004. He holds a Master of Engineering in Civil and Environmental Engineering from the Massachusetts Institute of Technology and a Master of Science in Applied Mathematics from the Naval Postgraduate School.
CDR James’ operational tours include a 6-month individual augmentation in Iraq where he was Project Manager for the Commander’s Emergency Response Program, C7 Reconstruction, Multi-National Corps Iraq; and Bravo and Headquarters Company Commander, Det OIC, Air Det OIC and Assistant Operations Officer of U.S. Naval Mobile Construction Battalion Seventy-Four (NMCB 74) where he completed two 8-month deployments - one to Afghanistan and one to Rota, Spain.
His shore assignments include Construction Manager and Assistant Public Works Officer (APWO), Public Works Department (PWD) Yokosuka, Japan; Director of Force Facilities, West, Navy Expeditionary Combat Command (NECC); APWO and Facilities Management Division Director, PWD Joint Expeditionary Base Little Creek-Fort Story; Defense Policy Review Initiative (DPRI) - Guam Program Manager, Commander, Navy Installations Command (CNIC); Deputy Executive Assistant, Flag Secretary and Action Officer, Deputy Chief of Naval Operations, Fleet Readiness and Logistics (OPNAV N4); and Public Works Officer, Naval Support Activity Monterey. CDR James assumed duties as XO, Officer in Charge of Construction China Lake in July 2022.
CDR James is a registered professional engineer in the state of Alaska, a member of the Defense Acquisition Corps, and a qualified Seabee Combat Warfare Officer. He holds a Level III Contracting Warrant and is Level Three Contracting certified under the Defense Acquisition Workforce Improvement Act, and is Level Three Public Works certified. His personal awards include two Meritorious Service Medals, one Joint Commendation Medal, five Navy Commendation Medals, one Navy Achievement Medal, and various unit awards.
