Commanding Officer

Captain Taylor is a native of Aiken, SC. He earned a Bachelor of Science degree in Civil Engineering from Brigham Young University in 2000 and a Master of Science degree in Civil Engineering from Stanford University in 2009. He was commissioned in August 2000 through Officer Candidate School and graduated from Civil Engineer Corps Officer School in December 2000.

Taylor’s operational tours include CHARLIE Company Commander, DELTA Company Commander, Assistant Officer in Charge of the Seabee Engineer Reconnaissance Team, Naval Construction Force Liaison for Combined Support Group-Indonesia, Detail Sasebo Officer in Charge, and Assistant Operations Officer, Naval Mobile Construction Battalion FORTY, Port Hueneme, CA; Individual Augmentee as the Facilities Management Division Director and Base Master Planner, Public Works Department, Base Command Group Al Asad, Iraq; U.S. Pacific Command Area Plans Officer for FIRST Naval Construction Division Pacific, Pearl Harbor, HI; and Chief Staff Officer, Naval Construction Group ONE, Port Hueneme, CA. His shore assignments include Assistant Resident Officer in Charge of Construction, ROICC Camp Lejeune, NC; Operations Officer and Acting Resident Officer in Charge of Construction, Public Works Department Charleston, SC; Assistant Operations Officer for Commodities at Naval Facilities Engineering Command Hawaii, Joint Base Pearl Harbor-Hickam, HI; Deputy Executive Assistant for the Deputy Chief of Naval Operations, Fleet Readiness and Logistics, Washington, DC; Public Works Officer, Marine Corps Base Quantico; and Senior Military Assistant for the Assistant Secretary of Defense for Energy, Installations, and Environment, Washington, DC. Taylor assumed duties as the Deputy Branch Head for the Shore CrossFunctional Team on July 31, 2023.

Taylor is a registered professional engineer in the State of South Carolina, a Leadership in Energy and Environmental Design (LEED) Accredited Professional, a Certified Energy Manager, Public Works Level III qualified, a DAWIA Level III Acquisition Professional, an Acquisition Corps member, and dual qualified as a Seabee Combat Warfare Officer and a Fleet Marine Force Officer. He is a member of the Society of American Military Engineers (SAME) and the American Society of Civil Engineers (ASCE). His personal awards include the Navy Meritorious Service Medal (three awards), Navy Commendation Medal (five awards), the Joint Achievement Medal, the Navy and Marine Corps Achievement Medal (two awards), the Expert Pistol Medal, and various other service and campaign awards.
