CAPT Tim Liberatore

Captain Liberatore is a native of Warren, Ohio, and the son of a Navy Sailor who served with the Seabees during World War II. He is a 1992 distinguished graduate of the U.S. Naval Academy, with a Bachelor of Science in Aerospace Engineering. He holds a Master of Ocean Engineering from the University of California, Berkeley, and also attended the Executive Program in Strategy & Organization at the Stanford Graduate School of Business. His operational assignments include: Infrastructure Advisor, Ministry of Interior Transition Team/Multi-National Security Transition Command–Iraq, during Operation Iraqi Freedom; Commanding Officer of Underwater Construction Team TWO supporting Operation Enduring Freedom–Philippines and Operation Iraqi Freedom; Assistant Operations Officer at Guantanamo Bay during Operation Sea Signal, Puerto Rico Operations Officer, Bravo Company Commander, and Officer-in-Charge of Detail Hawaii, Naval Mobile Construction Battalion FIVE.

His shore assignments include: Deputy Director, Fleet Civil Engineer, U.S. Pacific Fleet, Pearl Harbor, Hawaii; Director of the Navy’s Ocean Facilities Program; Executive Officer, Naval Facilities Engineering Systems Command (NAVFAC) Southwest and Deputy Regional Engineer, San Diego, California; Executive Officer, NAVFAC Engineering Systems & Expeditionary Warfare Center, Port Hueneme, California; Senior Project Manager, Research & Development Support Activity; Military Construction Section Head, Shore Readiness Division, Naval Operations(OPNAV N46); Operations Integration Officer, Commander Navy Installations Command; Deputy Public Works Officer at Naval Station Rota, Spain; Engineering Department Head and a Diving Officer, Navy Experimental Diving Unit, Panama City, Florida; and Construction Manager, NAVFAC Western Division, at Naval Base Ventura County, California.

Captain Liberatore assumed duties as Commanding Officer of NAVFAC Marianas and Regional Engineer (J4), Joint Region Marianas, Guam, in July 2020. He is a Professional Engineer in the State of Florida, a qualified Seabee Combat Warfare Officer, Basic Diving Officer (honor graduate from the Naval Diving and Salvage Training Center), and Saturation Diving Officer. He is also a member of the Acquisition Professional Community and Level III certified. His awards include: Legion of Merit, Bronze Star Medal, Meritorious Service Medal (5), Navy Commendation Medal (2),Navy Achievement Medal (5),and various unit and campaign citations.
