Rear Adm. Omarr E. Tobias is a native of Hempstead, N.Y. He graduated with honors from North Carolina Agricultural and Technical State University in 1998 with a Bachelor of Science in Civil Engineering. He holds a Master of Science in Business Administration from The Robert H. Smith School of Business at the University of Maryland and a Master of Science in National Strategy from the Eisenhower School at the National Defense University. He is also a graduate of the Senior Executive Fellows Program at Harvard University.
Tobias' expeditionary tours include assignments as Company Officer, U.S. Naval Mobile Construction Battalion (NMCB) 40; Operations Officer, NMCB 74; Operations Officer, 22nd Naval Construction Regiment; and Naval Construction Operations Officer, Commander Task Force 68.
His Installation Operations and staff assignments include Assistant Resident Officer in Charge of Construction, Camp Pendleton, CA.; Facilities Engineering and Acquisition Division Director, Public Works Department Washington DC; Public Works Officer, Naval Submarine Base Kings Bay GA; Manpower and Accessions Officer, Naval Facilities Engineering Systems Command HQ (NAVFAC HQ), Facilities and Infrastructure Program Manager at Office of Chief of Naval Operations, Integrated Warfare (OPNAV N9I), and Executive Assistant to Commander, NAVFAC and Chief of Civil Engineers.
Tobias has previously commanded Naval Mobile Construction Battalion 5 and the Naval Facilities Engineering Systems Command in Washington.
Tobias is a registered Professional Engineer in the state of Georgia, a member of the Defense Acquisition Corps, and qualified as a Seabee Combat Warfare Officer. He has served with teams authorized to wear Navy Meritorious Unit Commendations, Navy, "E" Ribbon, and in receipt of the Peltier Award. His awards include the Legion of Merit (three awards), Bronze Star, Meritorious Service Medal (three awards), Navy Commendation Medal (five awards), the Navy Achievement Medal (two awards), and numerous unit and campaign medals.
