National Historic Preservation Act (NRHP) Documents

This website provides public access to Navy’s Section 106 National Historic Preservation Act (NHPA) documents for proposed actions in the Navy’s northwest area of responsibility, which includes Alaska, Idaho, Iowa, Minnesota, Montana, Nebraska, North Dakota, Oregon, South Dakota, Washington, and Wyoming. These documents are prepared in accordance with the Section 106 implementation regulation 36 CFR Part 800.
Section 106 of the NHPA requires federal agencies to consider what effects their actions may have on historic properties. Its implementation regulation, 36 CFR Part 800, provides the federal agencies guidance on how to comply with Section 106.
The Section 106 process is a public process. There are various steps in the Section 106 process where the public has the ability to input their concerns.
The first step is in defining the Area of Potential Effects (APE); the area that the project may impact historic properties.
The second opportunity for the public to have input is in the defining of what properties in the APE are historic.
The next opportunity is in addressing what effect the project may have on identified historic properties.
If the Navy's proposed action will adversely affect a historic property, the public is provided a final opportunity to address ways to avoid, minimize or mitigate adverse effects.
36 CFR §800.3(c) (3) requires the agency to consult in a manner appropriate to the agency planning process and for the action and to the nature of the action and its effects on historic properties.
The Navy is interested in receiving your comments and concerns on its undertakings throughout the process.
As new Section 106 actions are available for public review and comment, announcements will be published in local newspapers and links to the documents will be posted on this website. You can provide comments to specific projects through the link on the right. Please make sure you identify the project that you are commenting on to ensure the proper individual receives it.

Please note:
Naval Air Station Whidbey Island consists of Ault Field, Seaplane Base, OLF Coupeville, Lake Hancock, and RACON Hill on Whidbey Island along with Coos Head and Naval Weapons Testing Facility Boardman in Oregon.
Naval Base Kitsap consists of Bangor, Bremerton, Keyport, Manchester, Shelton-Bangor Railroad, Zelatchet Point, Camp Harris, and Camp McKean.
Naval Station Everett consists of Naval Station Everett, Naval Radio Station Jim Creek, Naval Facilities Pacific Beach, and Navy Family Support Complex Marysville.
