Area of Responsibility: JBPHH - main base of JBPHH and annexes (Lualualei & Wahiawa)
Public Works Departments (PWDs) are NAVFAC’s primary unit of action, are vital to the Navy’s shore operations. These forward-deployed elements of Facilities Engineering Commands provide the full range of NAVFAC products and services (P&S) to Navy Installations, tackling current and future requirements and identifying and implementing creative solutions. The PWD is funded with both General Fund (GF) and Navy Working Capital Fund (NWCF) and staffed as necessary to fulfill requirements of the installation.
PWD's main divisions:

Facilities Management Division (FMD) - The FMD serves as the point of work generation for the installation and provides management of real property (land, facilities, and utilities). Installation Energy Managers report administratively (i.e. supervision, training, travel, and timecard approval) to the Facilities Management Director and operationally (i.e. work load priorities, program direction, level of authority) to the Public Works Officer.

Facilities Engineering and Acquisition Division (FEAD) - The FEAD Director is a warranted Civil Engineer Corps Officer. The FEAD provides engineering and acquisition expertise to address facility and service related requirements. This expertise includes engineering design, consultation, statement of work development, contract award, and project management.

Production Division - Responsible for delivering Public Works products and services with in-house workforces.

Environmental (EV) Division - Responsible for managing the installation environmental program including compliance, services, planning and conservation. Responsible for Environmental Management System implementation and assessments. The Installation Environmental Programs Director (IEPD) reports directly to the Public Works Officer. The IEPD has both NAVFAC and CNIC responsibilities and reports directly to the Installation CO on environmental issues posing a significant risk.
