Operations Officer: Cmdr. Brandon Casperson
Location: Joint Base Pearl Harbor-Hickam (JBPHH), Oahu
Area of Responsibility: Naval Facilities Engineering Command (NAVFAC) Hawaii
The Operations Department (OP) is responsible for coordinating delivery of all command products and services to the customer, meeting cost, time, and quality expectations. All Business Lines (Asset Management, Capital Improvements, Environmental, & Public Works); both Public Works Departments (PWD JBPHH & PWD Barking Sands); and the Facilities, Engineering, & Acquisition Division Marine Corps Base Hawaii report to OP.

Manages the flow of work requirements from the clients' initial identification to completion. The majority of work is directly routed to the applicable delivery line. For projects that do not have automatic Business Line Rules, a Work Induction Board (WIB) is used. The WIB is a matrixed team that aligns the right resources from various components of the organization to meet client needs. This decision process is supported by an acquisition strategy to determine the best execution tools.

Reviews business and work processes to ensure that innovative solutions are continuously integrated into NAVFAC Hawaii facilities strategies to improve client satisfaction and decrease costs. Operations reviews and implements Navy Working Capital Fund (NWCF) budget, as well as the Resource Allocation Plan (RAP) submission. OP develops, tracks, and adjusts budgets as well as the NWCF Sustainment, Restoration and Modernization (SRM) execution plan; manages general funds to ensure proper use of resources; and reallocates resources within the execution year when mission dictates.

Works with the Business Directorate and Business Line Coordinators to allocate resources in order to meet client expectations.

Delivers all products and services through the command's "units of action": Public Works Department Joint Base Pearl Harbor-Hickam, Public Works Department Barking Sands, and Facilities Engineering and Acquisition Department, Marine Corps Base Hawaii.
