National Environmental Policy Act (NEPA) Information

Thank you for visiting our NEPA website. This site is intended to promote outreach efforts by making project information readily available, and to foster public participation in the NEPA process. This website provides public access to Navy Environmental Assessments (EAs) and Environmental Impact Statements (EISs) prepared for actions proposed within the NAVFAC Pacific area of responsibility. These documents are prepared in accordance with the National Environmental Policy Act, which requires all federal agencies to consider potential environmental consequences of proposed major Federal actions before decisions are made and actions are taken.

NEPA regulations allow federal agencies to identify actions which do not individually or cumulatively have a significant impact on the quality of the human environment as categorically excluded from additional NEPA review. The Navy has identified 49 categories of actions, listed in 32 CFR Part 775, called "categorical exclusions." If a proposed Navy action fits one of these categorical exclusions and has no extenuating circumstances that could result in a significant impact (such as certain adverse effects to historic properties or endangered species), the action is excluded from the requirement to prepare an EA or an EIS.

Environmental Assessment (EA). If a proposed Navy action does not fit one of the 49 categorical exclusions or has extenuating circumstances that could result in a significant environmental impact, the Navy will prepare an EA. Draft EAs are generally posted to this website for public review and comment. The Navy considers any public input and prepares a Final EA. If the analysis demonstrates that the environmental impacts of the proposed action do not significantly impact the quality of the human environment, the Navy will issue a Finding of No Significant Impact (FONSI). However, if the EA demonstrates that environmental impacts are potentially significant, uncertain, unknown or scientifically controversial, the Navy will prepare an EIS.

Environmental Impact Statement (EIS). If a proposed Navy action has the potential to significantly impact the quality of the human environment, the Navy will prepare an EIS. The EIS process includes public scoping, where the Navy requests public input on the proposed action before beginning the environmental analysis. The Navy prepares a Draft EIS, which is made available for public review and comment. Additionally, public information meetings are held to provide information about the proposed action and to answer questions about the proposed action and its potential environmental effects. The Navy considers all public input when preparing the Final EIS, which is also made available to the public. Following publication of the Final EIS, the Navy makes a decision on the proposed action that is set forth in a Record of Decision (ROD).

Public Involvement. As new EAs and EISs are available for public review and comment, announcements are published in local newspapers, and links to the documents are posted on this website.

The U.S. Navy has prepared an Environmental Assessment (EA) in accordance with the National Environmental Policy Act (NEPA) and applicable regulations and guidance. The Draft EA was originally circulated for public review from May 17, 2023 to June 16, 2023. Substantive public comments were received that required the Action Proponent to review the proposed action and potential construction and operations impacts. The Draft EA has been revised and will be recirculated for another formal public review. The Proposed Action is to construct an aircraft maintenance hangar for new U.S. Naval Air Force Reserve VR-51 C-40A aircraft on Marine Corps Base Hawaii (MCBH). VR-51 is a tenant on MCBH. Although the transition to the C-40A aircraft has already occurred, the Revised Draft EA analyzes impacts associated with construction of a maintenance hangar, in addition to operational impacts of the C-40A.

A copy of the Revised Draft EA is located below in the "DRAFT EA DOCUMENTS" section of this web page and at the following website: https://planning.hawaii.gov/erp/environmental-notice/. The Revised Draft EA will be available for a 30-day public review and comment period beginning on March 08, 2025. All comments must be in writing and postmarked or emailed on or before April 07, 2025. Your comments will be considered as part of the decision-making process. Comments are most useful when they identify one or more of the following:

• Errors in the analysis.
• New scientific information that would have a bearing on the analysis.
• New or additional information that could affect the outcome of the analysis.
• Requests for clarification.

Public comments, including names and street addresses of respondents, may be included in the Final EA. Individual respondents may request confidentiality. If you wish to withhold your name or street address from public review or from disclosure under the Freedom of Information Act, you must state this at the beginning of your comments. Such requests will be honored to the extent allowed by law. All submissions from organizations or businesses, and from individuals identifying themselves as representatives or officials of organizations or businesses, will be made available for public inspection in their entirety. All comments must be in writing and postmarked or emailed on or before April 07, 2025.

Pursuant to Section 102 (2) (c) of the National Environmental Policy Act (NEPA) of 1969 and the Council on Environmental Quality regulations (40 Code of Federal Regulations Parts 1500-1508) implementing the procedural provisions of NEPA, the United States (U.S.) Department of Navy (DON) gives notice that a Draft Environmental Assessment (DEA) has been prepared and that an Environmental Impact Statement is not required for the revision of the 2010 Integrated Natural Resources Management Plan (INRMP) for the Pacific Missile Range Facility (PMRF) Complex on the islands of Kaua‘i, O‘ahu, Ni‘ihau and Ka‘ula, Hawai‘i.

The purpose of the 2023 PMRF INRMP is to update and revise the management of natural resources on PMRF administered and leased lands as described in the 2010 PMRF INRMP to include species listed under the Endangered Species Act since 2010, and to implement an approach for natural resources management that is consistent with the Sikes Act, as amended (16 U.S. Code [USC] 670a), and the most recent Department of Defense (DoD) and DON policy and guidance regarding INRMPs. Both the INRMP and the natural resources management programs must include a management approach consistent with mission support (as defined in 10 USC section 5062), multipurpose use, integration, ecosystem- or landscape-level management, and environmental compliance and stewardship objectives.

The DEA evaluates the potential environmental impacts on geology and soils, water resources, climate change, terrestrial biological resources, marine biological resources, cultural resources, land use, and outdoor recreation associated with implementing the Proposed Action and the No Action Alternative.

The Proposed Action is to implement the 2023 PMRF INRMP. This alternative represents an update to management of resources found on PMRF with the intent to provide a conservation benefit to existing and recently federally listed species.
Under the No Action Alternative, the Proposed Action would not occur, natural resources would continue to be managed as characterized in the 2010 PMRF INRMP, and PMRF would continue to implement applicable regulatory requirements. This alternative represents the status quo and is used to analyze the consequences of not undertaking the Proposed Action. The No Action Alternative would not meet the purpose and need for the Proposed Action; however, as required by NEPA, the No Action Alternative is carried forward for analysis in this EA.

The purpose of the 2022 JBPHH INRMP is to revise management of natural resources on JBPHH administered and leased lands as described in the 2011 JBPHH INRMP to include species listed under the Endangered Species Act since 2011 and to implement an approach for natural resources management that is consistent with the Sikes Act, as amended (16 U.S. Code [USC] 670a), and the most recent Department of Defense (DoD) and DON policy and guidance regarding INRMPs.
