Kathy Stewart currently serves as the Business Director for Naval Facilities Engineering Systems Command (NAVFAC) Southwest in San Diego, CA. She is the Senior Civilian of the organization with 3,200 employees and a volume of business exceeding $3B in planning, design, construction, public works, environmental, and real estate products and services. A native of North Brunswick, New Jersey, she graduated with distinction from the U.S. Naval Academy with a Bachelor of Science in Systems Engineering and the University of Maryland with a Master of Science in Civil/Environmental Engineering.
Kathy entered the Navy as a Civil Engineer Corps Officer and served in a number of positions in the construction, facilities, and environmental arenas. She left active duty in 2000 and continued service to the Navy as a Remedial Project Manager focused on environmental cleanup for NAVFAC Southwest and the Base Realignment and Closure (BRAC) Program Management Office until 2005. She then served as Environmental Restoration Section Head for NAVFAC Southeast until 2008 and BRAC Environmental Coordinator positions for the Southeast and West Offices until 2010. Kathy then served as NAVFAC Southwest Resources and Assessments Product Line Coordinator until 2012 and Navy Region Southwest N45 Shore Installation Environmental Program Manager/NAVFAC Southwest Environmental Business Line Leader until 2018.
Kathy is a licensed professional engineer in the states of Virginia and South Carolina and is a graduate of NAVFAC’s Leadership Development Program. She has authored several published articles and is Defense Acquisition Workforce Improvement Act certified in both Facilities Engineering and Contracting. Kathy is a Society of American Military Engineers (SAME) Fellow and serves on the Executive Board of the San Diego Post. She has received numerous honors, including the Department of the Navy Superior Civilian Service Award, Navy Region Southwest Meritorious Civilian Service Award, NAVFAC Southwest Leadership Excellence Award, Southwest Division Engineer of the Year, SAME Midway Award, and multiple other awards for her service to the Navy.
