Captain Sullivan is a native of Deadwood, South Dakota. He graduated from South Dakota State University with a Bachelor of Science degree in Civil and Environmental Engineering and was commissioned into the Civil Engineer Corps through Officer Candidate School in August 2001. He also holds a Master of Science degree in Civil Engineering from San Diego State University and a Master of Business Administration from Webster University.
Prior to reporting as the Commanding Officer of Naval Facilities Engineering Systems command (NAVFAC) Hawaii, Captain Sullivan was the Officer in Charge of the Red Hill Environmental OIC at NAVFAC HI.
Captain Sullivan was first assigned as the Maintenance Control Division Director at Naval Station Great Lakes. Subsequent assignments included Assistant Resident Officer in Charge of Construction, NAVFAC Washington, Patuxent River, MD; Professor of Contract Management, Defense Acquisition University, Port Hueneme, CA; Alfa Company Commander, Naval Mobile Construction Battalion THREE, Port Hueneme, CA; Facilities Engineering and Acquisition Division Director, Naval Support Activity Mechanicsburg, Philadelphia, PA; Critical Infrastructure Protection Officer, U.S. Pacific Fleet, Joint Base Pearl Harbor-Hickam, HI; Executive Assistant to the Commander NAVFAC, Pacific; Public Works Officer, Rota, Spain; Operations Officer for NAVFAC Engineering and Expeditionary Warfare Center, Port Hueneme, CA; and Officer in Charge of the Red Hill Environmental OIC, Pearl Harbor, HI.
Captain Sullivan is a Seabee Combat Warfare and Fleet Marine Force Qualified Officer, a registered professional engineer in Maryland, and a member of the Acquisition Professional Community. His personal awards include the Defense Meritorious Service Medal, Meritorious Service Medals, Navy and Marine Corps Commendation Medals, as well as various campaign and unit awards.
