aBOUT US

Commanding Officer, Naval Facilities Engineering Command (NAVFAC) Hawaii, Capt. James R. Sullivan welcomes command customers and interested website users to learn about our products, services and people. Established as NAVFAC Hawaii on March 10, 2005, the command provides a full range of facilities engineering, real estate, and environmental management services to Department of the Navy, other DoD and non-DoD tenants within Navy Region Hawaii. Our major customers include Navy Region Hawaii/Joint Base Pearl Harbor-Hickam (JBPHH), Pacific Missile Range Facility Barking Sands, Pearl Harbor Naval Shipyard/Intermediate Maintenance Facility, Marine Corps Base Hawaii, U.S. Pacific Fleet, U.S. Pacific Air Forces, and U.S. Indo-Pacific Command.


The command employs 1,400+ highly-skilled civilian federal workers and 200 military personnel including Navy Civil Engineer Corps Officers, enlisted Seabees as well as officer and enlisted members of the Air Force 647th Civil Engineer Squadron (647th CES). The Air Force service members support JBPHH, consisting of the former Naval Station Pearl Harbor and Hickam Air Force Base. The organization’s workforce is located throughout Oahu, with a small number of employees at Pacific Missile Range Facility, Kauai.


Products and services are delivered through our Public Works Departments (PWDs) and Facility Engineering and Acquisition Divisions (FEAD) located on Joint Base Pearl Harbor-Hickam, Pacific Missile Range Facility Barking Sands, and, Marine Corps Base Hawaii. These “units of action” employ various means to deliver these products and services including in-house forces, and a broad range of contracting vehicles.

Captain Sullivan also serves as the Regional Engineer for Commander Navy Region Hawaii, located at Pearl Harbor.
