Hazama Selected as NAVFAC Pacific Civilian Engineer of the Year

Naval Facilities Engineering Systems Command (NAVFAC) Pacific announced Layne Hazama as the NAVFAC Pacific Civilian Engineer of the Year for fiscal year 2022.

“Congratulations to Layne for being chosen as NAVFAC Pacific's 2022 Engineer of the Year," said NAVFAC Pacific Commander Rear Adm. Dean VanderLey. "His leadership role in one of the largest and most complex projects in the history of NAVFAC showcases his engineering expertise, team-player dynamics and aggressive drive in saving the Navy money, but still producing quality work, makes him a great selection. Bravo Zulu to Layne on this elite recognition."

Hazama is the Leader of the Dry Dock 3 Replacement Design Branch at NAVFAC Pacific, managing dozens of engineers, scientists and contractors currently designing one of the largest and most complex projects in the history of NAVFAC. As the engineer-in-charge, he has stewarded the project through many conceptual alternatives and skillfully facilitated key decisions providing the most cost-effective solutions for constructing a new dry dock while saving the Navy hundreds of millions of dollars in life cycle costs. Layne has embraced his role as the design leader, guiding the project team and engaging stakeholders and other government agencies toward state-of-the-art solutions, while adhering to criteria and functionality.

“Layne is very deserving of this recognition as he stepped up to take on the role of senior design manager for the monumental dry dock replacement project,” said his supervisor and NAVFAC Pacific Supervisory Civil Engineer Brandi Castillo. “Faced with the challenge of a highly aggressive design schedule to meet mission need date while still producing a quality design, Layne diligently led the design team through various stages of the project from planning through preliminary design submittals, and is currently tracking for on-schedule final design completion. His selfless dedication to put forth effort far beyond his duties to ensure that this project is successfully executed showcases that he is the best selection for NAVFAC Pacific’s 2022 Engineer of the Year.”

Hazama is a graduate of Seattle University with a Bachelor of Science in Civil Engineering. He is a licensed Structural Engineer in the state of Hawaii and a licensed Civil Engineer in the State of Washington.

Hazama was forwarded to compete for the NAVFAC Engineer of the Year award and potentially for the National Society of Professional Engineer’s Federal Engineer of the Year award program.
