CAPTAIN Scott Cloyd

Captain Cloyd is a native of Yreka, California.  He graduated from University of California at Davis in 1994 with a Bachelor of Science degree in Mechanical Engineering.  He was commissioned an Ensign in the Civil Engineer Corps in February 1995 following Officer Candidate School in Pensacola, Florida.  He holds a Master of Science degree in Construction Engineering and Management from Stanford University and completed the Executive Leadership Development:  Analysis to Action program at Stanford University’s Graduate School of Business.
 
Cloyd’s operational tours include officer-in-charge of Detail Haiti attached to U.S. Joint Support Group Haiti & officer-in-charge of Detail Iwakuni, Naval Mobile Construction Battalion 5; readiness officer and exercise officer, 2nd Naval Construction Brigade & assistant operations officer, 22nd Naval Construction Regiment, where he deployed to Albania; and operations officer, Amphibious Construction Battalion 1.  He also served as training officer of 31st Seabee Readiness Group, the Pacific Fleet Seabees.
 
His shore assignments include construction manager & contracting officer, Officer-in-Charge of Construction (OICC) Marianas, Guam; public works officer & OICC, Naval Support Activity (NSA) Souda Bay, Greece; resident OICC East Pennsylvania Area; shore readiness section head, Chief of Naval Operations Assessment Division; public works officer, NSA Bahrain; executive officer, Naval Facilities Engineering Systems Command Hawaii, and Force Engineer for Naval Special Warfare Command.  He currently serves as the executive officer for Naval Facilities Engineering Systems Command Southwest.
 
Cloyd commanded Amphibious Construction Battalion 1 from June 2017 to June 2019, deploying the battalion to NATIVE FURY 2018, PACIFIC BLITZ 2019, and other operations.  His prior command assignment was commanding officer, OICC Marine Corps Installations East.  
 
Cloyd is a registered Professional Engineer in the State of North Carolina, an Acquisition Professional Member, and a qualified Seabee Combat Warfare officer.  He is a member of the American Society of Mechanical Engineers and Society of American Military Engineers. His personal decorations include the Legion of Merit, Meritorious Service Medal (4 awards), Navy Commendation Medal (6 awards), Army Commendation Medal, Joint Service Achievement Medal, Navy Achievement Medal (2 awards), and various unit and campaign awards.
