NAVFAC Far East,

We are your NAVFAC Far East Family Ombudsmen--Jessica Klugh for PWD Chinhea, PWD Sasebo, and PWD Okinawa, and Eliza Nolen for PWD Atsugi, PWD Yokosuka and PWD Misawa. We look forward to working with the NAVFAC Far East command and families during our time as Ombudsmen. 


Jessica has been married to her sailor for nine years and has three sons. As a family, they have been stationed at one special duty (Camp David), one sea duty (NMCB 133), and now an overseas shore duty (NAVFAC Far East). She has lived in Yokosuka, Japan for two years. 


Eliza lives at Naval Air Facility Atsugi with her husband Maxwell and Golden Retriever puppy Mochi. They moved here in June 2017, shortly after her wedding and graduation from the University of Mary Washington where she studied Elementary Education and Ceramic Art.


Being that we are overseas, a lot of us can feel outside of our comfort zones. Getting out and experiencing the differences in culture first-hand is the best way to get rid of these anxieties. 

If you are not familiar with the Ombudsman program, the Ombudsman is here to be your voice to the command. We are also here for the Commanding Officer to relay information back to you. The Ombudsman program belongs to the command and is shaped by the CO's perception of the needs of NAVFAC Far East families. An Ombudsman is a voluntary representative of the command, appointed by the Commanding Officer and serves two important roles as both a communications link between the CO and command family members; and as a professionally trained information and referral specialist. I work under the guidance of the Commanding Officer, Executive Officer, and Senior Enlisted Advisor. 

We can provide a confidential ear and a friendly voice to turn to in times of need or crisis. We are here to help with questions or concerns you have, whether it is about housing, finances or transitioning to living overseas. We are not counselors or social workers, but are dedicated to pointing you in the right direction toward finding solutions to any issue that may come up. While serving in this role, we are committed to supporting our command's mission, maintaining strict confidentiality and working within the chain of command as directed.
