Resources & Assessments Branch

The Resources and Assessments branch is comprised of a multidisciplinary team composed of physical scientists, environmental engineers, environmental protection specialists, program analysts and financial management personnel. The branch is staffed with well qualified environmental professionals with an exceptionally broad range of technical and financial management expertise. The branch is divided in three sections Resources, Assessments, and Business Operations with each section supporting a broad range of Environmental Business Line (EBL) program requirements. The Resources Section is comprised of a Program Office and a Special Programs Office. The Assessments Section is comprised of an Assessments Management team. The Business Operations team supports Navy Region Southwest and NAVFAC Southwest business line-wide environmental program requirements.

Resources Section - Program Office

The Program Office is responsible for financial management of the various programs executed by the Environmental Business Line (EBL) for Commander Navy Region Southwest (CNRSW), Commander Naval Installations Command (CNIC), Commander Pacific Fleet (COMPACFLT), Headquarters NAVFAC, and Marine Forces Reserve (MARFORRES). The Program Office also handles preparation of budget execution and labor resources metrics and reports, contractor source selection functions, and program fund management. The programs supported include Environmental Compliance (EC), Environmental Restoration (ER), Cultural Resources (CR), Natural Resources (NR), Operational Range Clearance (ORC), and National Environmental Policy Act (NEPA).

Resources Section - Special Programs Office

The Special Programs Office provides program liaison programming and execution support to Commander Pacific Fleet (COMPACFLT) and Commander Navy Region Southwest (CNRSW) range operations including Range Sustainability Environmental Program Assessments (RSEPA), Theatre Assessment Planning (TAP), conservation, hazardous waste and marine mammal programs throughout the NAVFAC Southwest Area of Responsibility.

Assessment Management Section

The Assessments Management team provides management and coordination on implementation of Environmental Management Systems (EMS) for Navy Region Southwest installations and other DoN activities, such as the Bureau of Medicine. The team conducts audits of EMS programs and provides audit reports that facilities can use as a basis to declare conformance to requirements of the International Standards Organization (ISO). The team also executes the Other Environmental Liabilities (OEL) program for CNIC and Marine Corps activities. The OEL program performs surveys to determine all Other Accrued (Non-DERP) Environmental Liabilities and Contingent Liabilities of active installations and their associated or special areas across the NAVFAC SW Area of Responsibility (AOR). The surveys of assets include facilities, structures, utilities, land, real property, and non-military equipment.  The team also conducts environmental compliance and EMS audits of Navy Reserve Components, Navy Installation Special Areas, and Marine Forces Reserve (MARFORRES) installations.

Business Operations Section

The Business Operations team performs safety, regional communications, and community management activities. Regional communications include development of reports and responses for environmental awards, business line-wide data and training, Earth Day activities, flag briefs, data calls and reports to NAVFAC Atlantic and NAVFAC Headquarters or other NAVFAC components, briefs and reports for professional societies and other external organizations, and business plans.
